Representative Coghill moved and asked unanimous consent that CSHB 2(JUD) be considered engrossed, advanced to third reading, and placed on final passage. There being no objection, it was so ordered. CSHB 2(JUD) was read the third time. Title Amendment was offered by Representatives Berkowitz and Meyer: Page 1, line 1, following "actions": Insert "relating to acts constituting sexual offenses" Representative Berkowitz moved and asked unanimous consent that the Title Amendment be adopted. Representative Meyer objected. The Speaker noted that title amendments are not debatable according to Mason's Manual, Section 82, 2(n). Representative Meyer withdrew the objection. There being no further objection, the Title Amendment was adopted and the new title follows: CS FOR HOUSE BILL NO. 2(JUD)(title am) "An Act relating to the statute of limitations for certain civil actions relating to acts constituting sexual offenses; and providing for an effective date." 2003-03-26 House Journal Page 0643 The question being: "Shall CSHB 2(JUD)(title am) pass the House?" Representative Coghill moved and asked unanimous consent that the roll call on the passage of the bill be considered the roll call on the effective date clause. There being no objection, it was so ordered. CSHB 2(JUD)(title am) was referred to the Chief Clerk for engrossment.
